Average Tax Cuts for 2003

According to estimates from the Urban Institute-Brookings Tax Policy Center, the recently enacted Jobs and Growth Tax Relief Reconciliation Act of 2003 will give millionaires an average tax cut that is about 664 times greater than the average cut for people with incomes of $50,000 or less, and 92 times greater than the average cut for those with incomes of $50,000 to $100,000. Tax units (single adults and families) with incomes of $50,000 or less account for over 70 percent of all tax units, while those with incomes of $100,000 or less account for over 90 percent of all units. Millionaires are about one tenth of one percent of all tax units.
