A Republican Shutdown Threatens WIC Nutrition Benefits in Every State and Congressional District

The looming Republican-led government shutdown will jeopardize funding for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which helps nearly 7 million women and children afford nutritious food. Without additional funding, WIC benefits could start running out in some states within 7 days of a government shutdown, threatening vital benefits that help millions of families put food on the table.

The Democratic Staff of the Joint Economic Committee has prepared the following estimates of the number of parents and children who could lose benefits in each Congressional District. A brief description of the methods follows at the end of the document.

Methodology

To calculate district-level estimates of WIC participants, JEC Democratic staff started with June 2023 preliminary state-level participation data from USDA found here. These state data were also highlighted by a White House release found here. USDA does not appear to report WIC participation at the Congressional District level, which motivates the exercise staff took to estimate district-level participation based on reported state totals. USDA does not report WIC participation at the Congressional District level for every state, which motivates our attempt to estimate district-level participation based on reported state totals. For the states that report District-level estimates, those totals should be used instead of the estimates provided above.

For geographies with only one district, the district totals above equal the state totals linked above. For states with more than one Congressional District, staff multiplied the state totals by district-level proportions based on relevant eligibility criteria. For the estimates of affected children and infants, the relevant proportion was the district’s share of the state’s total population of children living in families earning below the poverty line. For the estimates of women participating in WIC, the relevant proportion was the district’s share of the state’s total population earning below the poverty line. These proportions roughly match with WIC’s general income and age eligibility criteria, and serve as reasonable proxies for true eligibility.

While these estimates are unrounded to ensure that the total across districts sum up to the state-level totals reported by USDA, they should be treated as approximations that surely differ from the true number of participants in each district.
